The class is very much about encouraging developing and experimentation, as unlike most of the model yacht classes, the Mini 40 class operates a self-measurement system. The skippers of the boats are responsible for ensuring that their boats comply with the rating rule – which is relatively simple. The national association is entitled to measure any boat at any meeting at any time, and boats found to be illegal will be disqualified from that event. In this way, the onus is kept on the skippers, and the administration is kept to a minimum. This self-measurement system also opens the way for a simple registration method, that only requires the skipper to inform the association of the basic dimensions and name of the boat. With this, a registration number can be issued, and the boat officially raced.
